From an NCAA release regarding proposals by the Football Rules Committee (LINK):
Proposed that coach-to-player communication, similar to technology implemented for the Football Bowl Subdivision last year, be permissive for teams that compete in the Football Championship Subdivision.
A story on other proposals made by the rules committee includes this (LINK):
The NCAA football rules committee has proposed a timeout to be charged whenever medical personnel enter the field to evaluate players after the ball has been spotted for the ensuing play. Teams without timeouts would be assessed a five-yard delay-of-game penalty for each instance.

EXTRA POINT
