Ragone suffered a bruised collarbone in the Quakers' opening, 28-21 loss at Lafayette.
During last week's 24-8 loss to Villanova, he played most of the first half and sat out the second half.
Penn coach Al Bagnoli said it was predetermined that Ragone wouldn't play in the second half because he didn't want to risk further injury.
"I feel good, and I am ready to go full-tilt," Ragone said earlier this week.
